Project-Based Vouchers (PBV)

Project-Based Vouchers (PBVs) attach federal rental assistance to specific apartment units in privately owned buildings. When you move into a PBV unit, you receive the subsidy for as long as you live there. If you move out, the subsidy stays with the unit; the next eligible tenant gets the benefit.

Why PBVs matter

PBV waitlists at specific properties are often dramatically shorter than the general HCV waitlist, making PBVs one of the fastest paths to subsidized housing in many cities. After one year of tenancy, residents can typically request to convert to a tenant-based HCV voucher if one is available.

How to apply

Apply directly to the management office of each PBV property you are interested in. Ask your local PHA for a list of PBV properties in their jurisdiction.
