Family Unification Program (FUP)
The Family Unification Program (FUP) provides Housing Choice Vouchers to two distinct groups: families whose inadequate housing is the primary factor in a child’s placement (or continued placement) in foster care, and youth ages 18–24 who aged out of foster care at 16 or older.
How to apply
FUP is jointly administered by the PHA and the local public child welfare agency. Eligible families and youth are typically referred by the child welfare agency, not by direct application to the PHA. Contact your local child welfare office or ask the PHA who their FUP partner agency is.
